"TOPIC: Everyone should have
a right to university education, so the government should make it free no
matter what their financial background. To what extent do you agree or
disagree?"
ANSWER:
It
is argued that students should be provided with free access to tertiary
education. However, this argument is riddled with potential problems, as will
now be discussed.
One argument is that the
government budget is limited. If public money is diverted to university
education, other sectors will suffer. Lack of investment in health care, for
example, can result in unnecessary deaths and an outbreak of disease in
society. In emerging countries such as Vietnam and India, an acute shortage of
medical staff and equipment take a heavy toll on the life of ordinary people.
Therefore, government spending should go to the medical system rather than
university education.
Another reason against this
policy is that free university courses may not bring about expected outcomes.
Students are likely to take their study for granted if they are not under
obligation to pay for their education. Many of them do not apply themselves
when their courses are funded by the government. In the worst case, some drop
out of their courses while others graduate with a poor degree, which hinders
career prospects in the future. This leads to a waste of resources spent on
teachers and materials that can be used in a better manner.
At the same time, it would
be better for the government to give students loans with low interest rates,
and they can pay off the debt after leaving university. Students are able to
defer repaying the loan until they have a full time job that allows them to pay
tuition fees back for the government.
In conclusion, allocating
the public purse for university education does not ring true to me. I
personally believe that giving students a loan with low interest rates is a
better solution.
